let's see, 1 ale gives 1 minute of drunk. 1 ale costs 200 gold, from the merchant.

So that's 200 gold times 10,000 minutes. hmm, 2 million gold!

wasn't that hard.

Check the guildwiki site, I think you need to drink at least 3 to get the effect of begin drunk but there are different "levels" of drunkeness. And to add to the title you need to stay drunk... HTH.

Cheapest option is probably dwarven ale, if you don't plan on exchanging any quest items for alcohol. Anyways, if used properly, and only buying dwarven ale (1 minute drunk per ale):
10,000 ale X 200 gold a piece = 2,000,000 gold.

Or rice wine:
10,000 wine X 400 gold a piece = 4,000,000 gold.

Also know that some types of alcohol gained through holiday events last longer than one minute, and are significantly cheaper.

If you have factions you can save some money by getting hunters ales by trading 1 Monastery Credit for 1 ale.

The only thing it would cost is your time and new characters you have to make to redo the area.

I am working on this as well. But only the first level, it would take about 160+ hours of game time and over 1 million gold being drunk to do the top title. This is the most effecient way I can come up with to do it.

Get your ale from the Monastery Isle in Factions by swapping Monastery Credits for Hunters Ale from the Quartermaster. There are two Quartermasters there, only one trades the ale. You can buy Monastery Credits from people in game at the Monastery, going rate is 100G each, which is half price over the cost of Dwarven Ale in Droknars Forge, currently 200G or Rice Wine 400G.

When consuming ale, this is the best way. Put up your inventory and your Titles Tab under your hero panel. Drink 4-5 ales right away until the world goes blurry. Some say four is enough, but five to be sure. Then watch the time on the Drunkard Title. If you have zero minutes it won't appear until you have at least one minute drunk. After it ticks over another minute, drink another ale. Keep watching the title bar and after each minute ticks off drink another ale. This is the most efficient way I know of to stay drunk.

This practice will keep your costs under control. If you do this correctly, you should be able to hit your first tier title for 100-110K.

I'm working on this title as well... it's kind of crazy and way too expensive.

The key is keep your inventory opened, launch 5 ales just to be safe as said above. However, also have your titles tab (under Hero) opened to watch it, when you get a new minute in the drunkard title (example it goes from 1 to 2 minutes), you should drink another beer. This is probably the most scientific way to stay drunk with minimal practice.

Keep in mind that if you want 10,000 minutes that's pretty much 7 days straight of being drunk (rounded up) 6.94 days. Might as well have a few ales yourself so that the screen looks normal again...
